#28 IP adressen on different interfaces, one speed

I have user who have more IP addresses but they need
one shared download speed. Normally you can fix this
with more RULE in one file, but this doesn't work
because the IP addresses are on different interfaces
(ppp*). How can I limit the speed, for example 512 kbs
down and 128 kbs up? If 2 IP addresses (that belong
together) download on the same time, they get 256 kbs
both.
