#7 Splitting Bandwith Equally

The ability to split the bandwith equally amongst an #
of users.
The ability to set a maximum on the number of bps a
user (not one specific, but any user) can use at one
single time.

Let's say you have 200 Kbps to spare but you don't
want a sigle user to be able to use more than 100Kbs
and when the bandwith is being split, you dont want it
to go under 20kb per user. So if you would have 10
users, it would use the full 200kb bandwith.

That is a function that I dream of.
