This was a part of Ticket #678 that was not resolved. The special feature messages and HERS messages need revision. Attached is an extract of the 2016 ACM that shows the message type. Also attached are sample files. The fix needs more thought before passing to Scott and then Robert for implementation.

Multi-family is not working right...
The first level of multi-family is the distribution system. They should ALL be a special feature, yet none are.
They also all include 40% solar, yet that does not show up as a special feature either.
If I specify 2 recirculation loops (which was an accident), every distribution system shows up as the HERS measure, when only the loops should.
Included are the incorrect files with the HERS message because I had 2 loops, a couple of examples where there’s only 1 loop, and the ACM page that shows whether something is HERS or special feature (in case your head is spinning).
Discussion
Attached is a spreadsheet that maps the various water heating measures identified in the 2016 Residential ACM Reference Manual to selections available for the property DHWSys:SystemType (and others). In addition, we have identified which measures are applicable to each DHW system configuration (Single Family, Multi-family Non-central and/or Multi-family Central). Please review the spreadsheet to confirm our interpretations are correct.
Please confirm the following proposed modifications to the data model to align them to the measures in the 2016 RACM (highlighted in the attached spreadsheet).
Multi-Family: Recirculating Demand Control
The DHW:SystemType enumeration list only has 'Demand Control (Standard Design for new construction)', applicable to Multi-family, Central System.
We propose this enumeration be modified to 'Recirculating demand control', applicable to only Multi-family, Central Systems, as per the measure list in the 2016 RACM.
Central Parallel Piping
Central Parallel Piping (HERS Verified)
The DHW:SystemType enumeration list only has 'Parallel Piping' and '(HERS req'd) Parallel Piping', applicable to Single Family and/or Multifamily, NON-Centralized.
We propose this enumeration and rules to be modified to only apply to Multi-family, Central System.
Point Of Use
Point Of Use (HERS verified)
The DHW:SystemType enumeration list includes only '(HERS Req'd) Point of Use', however the 2016 ACM identifies 'Point of Use' as a Special Feature.
We propose to modify the enumerations and rules to include 'Point of Use' in the Special Feature category and remove it from the HERS verification category.

These measures are currently unavailable as an enumeration and we propose to add them.
Lastly, we also reviewed the DHW Measures outlined in the 2013 Residential ACM Reference Manual with regard to the 2013 selections available for the DHWSys:SystemType (and others). There are several differences between the 2013 and 2016 DHW measures list, but enumeration lists are identical. Should we plan to include update the 2013 enumerations to match the 2013 RACM in addition to the changes outlined above.
Multi-Family: Recirculation Demand Control (Danny Tam points out that it is "recirculation", not recirculating).
Central Parallel Piping: No, this is not a multi-family central DHW measure (despite the name). This only applies to the first two system types (single family and multi-family with individual water heating).
Point of Use: Yes.
Multi-family: Central . . . dual loop design (HERS verified). Only this one should be added, not a dual loop design without HERS verification. This is how I believe it will stay.

Yes to proposal to check 2013 DHW systems as well compared to 2013 ACM. Previously identified issues are identified in Issue 686. I am also attaching proposed edits to Appendix C (corrections needed were discovered when I was revising the 2016 ACM Manual).
Attached is an updated copy of our spreadsheet that maps the various water heating measures identified in the both the 2013 and 2016 Residential ACM Reference Manuals to selections available for the property DHWSys:SystemType (and others). I have identified/highlighted the specific questions in the spreadsheet regarding the subtle differences in naming of the measures between the 2013 and 2016 RACM to get clarification if they are indeed the same and also which measures are applicable to each DHW system configuration (Single Family, Multi-family Non-central and/or Multi-family Central).
Please review the spreadsheet to confirm our interpretations are correct.
Additionally, I noticed that in the updated 2013 RACM the measure 'Recirculation with demand control, push button' had been corrected to 'Recirculation with demand control, manual control', does this change also apply to the 2016 RACM? (currently they are assumed to be seperate measures)
Please provide an updated copy of Appendix C, 2016 RACM if there have been any changes.

You have found more unintentional inconsistencies. The program is inconsistent with Reference Appendices (which is why this job is incredibly time-consuming) but I'll make the ACM match the program which uses the term push button.
Marked 686, which is a smaller scope of the DHW distribution systems, was marked a a duplicate.
Updates to the rules based on the comments/suggestions provided above have committed to the repo at Rev #616.

Backward Compatibility:
Existing models that have measures which are no longer valid (commented out), are being reset to ‘Standard’.
Example:
2013: ‘Point of Use’ is being reset to ‘Standard’
2016: ‘(HERS req’d) Point of Use’ is being reset to ‘Standard’.

Lastly, the new measure ‘Multi-family: Solar water heating credit’ was not available and has not been implemented yet. Implementation of this measure is currently in progress. The measure ‘Solar water heating credit, single family building’ is unchanged.

(The implementation has been adopted to match the existing 'Single family: Solar water heating credit'.)

Any dwelling unit distribution system other than standard needs to be captured in a special features note. None currently are. (NOTE: HERS distributions are all working. Central system distribution all need to be captured in a special features note. None currently are. HERS distribution message needed for dual loop design (is working for pipe insulation).
2016
Dwelling unit distribution system special features note needed for point of us, and modify non-demand control to include “(continuous pumping)”. All of the remaining, including HERS, working. Central system distribution all need to be captured in a special features note. None currently are. HERS distribution message needed for dual loop design (working for pipe insulation).
The Special Feature and HERS Feature Summary sections have been updated for both 2013/2016.

Moved the problems identified in the previous 2 comments to ticket 609 as I believe they are unrelated to Water Heating Special Features and HERS reporting, and updates made to address ticket 609 appear to be related to this issue.
Will mark status as "Fixed" Please review water heating reporting functionality, and mark "Verified" as appropriate.
A number of Special Features are not displayed because the message flags are not being set.
Also, for 2013 - HERS POU is also generating a special feature flag and null message, in error.
