#697 Standard design with Sips panels is a concrete block wall

These files were forwarded to me from a CBECC-Res user under 2016 Alpha3. I did a quick check in 2013 4b and see the same problem.

These two files are the same except on references a standard wood frame wall and the other a SIPS panel. It would seem they should have the same standard design, but they do not. I looked into .cse file and found that the standard design for the SIPS panel case appears to be a block wall with different areas than the wood frame case. The building summary files confirm the standard design is based on a block wall.

Fix for ticket #697: Committed to the repo at Rev #620.
Standard design with Sips panels has been changed to Wood frame wall.
The standard .ibd and .cse files of the model with SIPS wall have been compared with those from the model with wood-frame wall and were found to adequately match or were identical.
