Revise CHPWH minimum primary storage volume. From support email chain:

We have looked into the minimum primary storage tank size limit in the MFCHPWH model and have a proposal to fix the user's issue. The minimum tank size was introduced a year ago to prevent crashes and inaccuracy in the simulation model. At that time no reviewer questioned the 10 gal/kW minimum and it solved the model stability issue. In response to the current user issue, we looked into the situation again and determined that a lower value of 3 gal/kW is sufficient from a software point of view and will comfortably allow simulation of the user's system. We propose to lower the minimum primary tank size to that value in future versions of the software.

CEC: Revise limit to 3 gal/kW in CSE and incorporate revised CSE into CBECC-Com 2019.2.0 SP1.

    Res ruleset update reducing the central HPWH primary and loop tank volumes to 3x TotalCompressorSize was checked into Res SVN trunk @ r2149 (10/14/21)
    And corresponding update to Com SVN EnergyPlus94 branch checked in @ r6831
    Both fixes planned to be included in the Res & Com 2019.2.0 SP1 releases
