#1221 Fenestration Average U-factor is reporting incorrect value

This file has windows with 0.30 U-factor (one French door with 0.29 U-factor), no skylights. It is reporting 0.34 as the average U-factor in XML/CF1R when it should be 0.30 at most <a17_ufactorfenestrationaverage>0.34</a17_ufactorfenestrationaverage> [if it matters, file was originally an EnergyPro file].

Calcs in setting A17_UFactorFenestrationAverage were inconsistent in referencing garage windows (included in area-weighted U-factor sum but excluded from final area divisor).
The CF1R now reports the average U-factor for all New/Altered windows & skylights of conditioned zones.
