#1171 PV Shading Multiplier

Need to add an annual multiplier that accounts for the reduced electricity production caused by shading of the PV from trees, buildings etc. This would be calculated on site by a PV industry professional using sophisticated tools. Initially this would be applied to the detailed model by will need to be added to CFI in the future. Calculation equals Fshade = kWh-yr Shaded / kWh-yr Unshaded

    I believe this is a duplication of work done to address tic #1012, which involved the addition of the new PVWSolarAccess (%) input for each PV array - checked into SVN r1631 (1/19/20)
