#1059 How to identify NEEA Tier 3 heat pump water heaters

NEEA Tier 3 is a compliance option equivalent to standard design in most climate zones (only 1 and 16 require a tiny bit more PV to be exactly equal)--150.1(c)8Av. Need to determine how to facilitate finding these models. Ch. 5 of the compliance manual has a link to NEEA qualified list. Change NEEA list to include Tier?

Proposed fix is to incorporate tier level into HPWH model name, so "GEH80DEEJSC (80 gal)"
becomes "GEH80DEEJSC (80 gal, tier 3)"
Will need to add missing tier level data for 16 HPWH models.

Don't remember where this request originated, but the tier (and now we have Tier 4) is only part of the overall picture for which HPWH will produce better results in a given situation. Without knowing what problem this would fix, we should not fix it.
