Similar to ticket #989. Community solar is new and is supposed to be "as calculated according to methods established by the Commission in the Residential ACM
Reference Manual". Effort is needed to determine what this entails to program it and to write up for ACM manual.

Initial feature implemented and checked into SVN @ r1816
Implementation a bit different - rather than a new Required PV Exception, this feature implemented as a new, independent checkbox & project selection @ the very top of the EDR/PV dialog tab. When selected, all other PV & battery inputs are hidden and unsed.
When Community Solar selected - Proposed PV is sized to offset Standard design PV TDV.
Community Solar reporting updates include revised PV scaling message (in results screens) and CF1R includes same PV scaling message update as well as PV table and special features listing updates (documenting CS PV kWdc and CS project name).

CF1R schema and report template updates in the works by DP & RS

Added 'NotApplicable' choices to Section_Da03-06, 12_NA
ALso added Da02_PVException reporting and show rendering options to deal with space issue caused by long strings.

The Exceptions options attachment shows that the display needs to be adjusted for CommunitySolar option. The current implementation on the server now uses the exception message and exception message string. This can be modified.

more ruleset & UI updates checked into SVN @ r1863 -

new checkbox added for user to report that the home/bldg is within the service territory of the selected CS project (to the best of their knowledge)

enumeration list and screen updates addressing compatibility between ClimateZone and CommunitySolarProject (SMUD now allowed only in CZs 11 & 12)
