Right now room heatpumps and air conditioners are treated the same as mini split systems. They need to be split into their own category and have the standard design modeled with minimum efficiency for their categories and no ducts.

initial round of ruleset, defaulting and UI mods checked into SVN @ r1910

switch SglPkgVertAirCond and SglPkgVertHeatPump from always ductless to always ducted (and now expose CFM/ton input)

hide CFM/ton input for RoomAirCond, RoomHeatPump and PkgTermAirCond

added refrigerant charge input (for reporting) to the PkgTermAirCond, PkgTermHeatPump, SglPkgVertAirCond and SglPkgVertHeatPump

replaced HSPF, SEER & EER inputs for RoomHeatPump with (new properties) HeatPower (watts) and CEER and replaced EER w/ CEER for RoomAirCond

updated default/minimum efficiencies for ALL above-listed equipment types
REPORTING changes to follow later

removed Refrig Charge selection for PTAC, PTHP, SglPkgVertAirCond & SglPkgVertHeatPump and hardwire verified refrig charge simulation benefit for these systems.

r1920: Revised reporting in Section_X and Section_Y, including restricted output of properties based on HP type as documented in attached spreadsheet.
Consistent XSD mods committed in r1918 with the exception of minor additional edits requested.
Report processing mods are required to be consistent with latest rules and XSD.

Posted revisions to the CF1R to address these issues. Should be checked for central, ductless and room HP.
@michaelshewmake - The spreadsheet CBECC New HVAC Problems.xlsx says that Room Heat Pump should not display Heat Capacity 17 and the xml does not contain a value for that column. Should there also be a "not applicable" choice for Y06_HeatPumpHeatCapacity17F?
