#1 Setting 'flags' field on LVL* records unloads the field

Doing LVLI, LVLP, LVLC merging in Wrye Bash, trying to set the record's 'flag' field to 0 causes CBash to unload the field, rather than setting it to 0. This gives errors when viewed in TES4Edit.
