#22 CBandUserSpeed overrides all other settings

When using CBandUserSpeed, you cannot use any other limits as they get ignored.

For example:

CBandUserSpeed 10Mbps 30 170
CBandUserRemoteSpeed 50kbps 2 2
CBandUserLimit 60M
CBandUserPeriod 60S

This ignores the per-user connection limits, ignores the bandwidth limits, and only applies the Speed line, thus giving extremely high speeds while not limiting bandwidth in any way, only max connections and requests per second.
