#15 poor performances in LAN

Hi,
My server:
Gralinux AS 3 (=Redhat AS 3)
Apache 2.0.46-61.ent
php 4.3.2-36ent
kernel 2.4.21-47.0.1.EL
Network: full duplex 100Mb

When I activate the module cband, access
to website is dramatically slow (to show a
347Kb page writter in php).

here is my /etc/http/conf.d/virtual-glpi.conf:
CBandSpeed 100000 1000 10000
CBandScoreboard /var/www/cband/glpi

So it should be in 100Mb for the limit of the webpage,
but the page is show in 30seconds with cband activated,
and in 0.216s without!

On my LAN it also runs poorly--10MB/s unmetered, max 123KB/s metered (despite any paramaters I give it--in fact with tweaking the parameters sometimes it goes more slowly!)

It may be caused by stopping and restarting apache.

I can confirm the problem, I have 10mbit bandwidth but if I limit it with cband everything slows down up to being completely unuseful
