Need to add a scrollbar to the Carbones Layers panel, to be able to see the names of the layers without adjusting the width of the sidebar.
This issue is partly related to issue 92

We could alleviate this issue by changing the default width for the left-hand column. If we make it wider by default, the issue is less important.
