#142 Maps, Charts: don't use calendar control for years, months

Currently the user uses the calendar control to select the date in maps and charts. When the averaging period is "month" this is not very user-friendly. When the averaging period is "year" it is very un-user friendly.

We could stop using the Dojo dijit calendar control, and instead have three drop-downs
- Day of month
- Month
- Year

We could disable the drop-downs depending on the averaging time selection. This would be similar to the current treatment of the hour drop-down.

NB same dijit (widget) is used in maps and charts.
