#26 Saving a config does not save referenced configs

If a config structure contains nested configs that
are references and the referenced configs are
modified, saving the parent config will not save the
changes to the referenced configs. This is
inconsistent with the behavior of nested (non
referenced) configs as they will be saved with the
parent.

Rolled out of the 1.x release.

Greg:
Make a call on whether it works properly (the way it is)
for the 1.x release. We don't want to have to change
this behavior after the release.
