#77 Library and other pages thrown together in drop-down menus

I know there are several menus that do this, but I noticed one in particular today when I was working with Luke on the http://mennocreationcare.org/ site.

We were adding new pages to the site, and when Luke would go to add a new page and choose its location, it was nearly impossible to tell where within the navigation scheme he was placing the page.

He needed to put some pages beneath pages within the page library, and he found it quite confusing that within the drop-down menu there was no distinction between the page library pages and the other regular pages. In other words, in the drop-down menu, a page directly beneath the Library page is considered a tab-level page.

However, there is a distinction between library pages and other pages in the site navigator in the Caravel Admin Sidebar, and speaking abstractly about the concept of library pages, library pages are indeed separate from the regular layout of the site.

I think this is rather confusing for most of us, especially those new to the CMS.
