#163 override checkboxes not needed when first creating file

Right now when you edit a new document, there are
checkboxes next to the file attributes and a messages
that says "Click the checkbox to apply title,
expiration, etc. to this block only." These checkboxes
make some sense when editing a pre-existing file, but
not when the file is first created (then we want to
make sure that *some* metadata is stored for the file).
