#122 Template pages not displaying some CSS in edit or preview

When working on a template, the background images or
background colors applied to the page and the borders
applied to the page, template rows, and/or page rows
are not displayed. This happens both in edit mode and
in preview mode.

However, when the template is applied to a page, these
things that are applied in the template's CSS that
don't display when previewing or editing the template,
do display when editing and previewing the page.
