#1 thread hangs when DTLS session init failure

when AC recieve some radom package. AC process will create a new thread with no check. and then expect a DTLS session connection. But cause no connection is coming, the thread hangs in DTLS session create function. also the JOIN timer will expired but the thread will not exit.
