#9 No roll creation under 2.2.>1

Installation runs perfect.
Created a captiva zone on pfsense and activated voucher.
Back to CP+ set Start Voucher Roll Number to 1 and created some time packages.

Then I checked for created rolls on captiva portal. Its emtpy.
The "Used Rolls [Current]" on CP+ is empty too.

Reinstalled the CP and CP+ on pfsense. Same problem.

Tested on pfsense: 2.2.3 and 2.2.4. No good
2.2.1 works.
