#5 table tags in alert.php3 are unbalanced

No opening TR tag after first table is opened... probably
due to commented out translation code which includes
a TR tag.

Very hard to parse out.

This is why I hate, hate, hate the whole idea of
embedding raw presentation in the application code!

We did embed presentation in the application at my first
company, but we did it in a sane fashion - all of our tags
were programmatically defined, so that we only had to
debug things once, and we never had to hand code
anything. This is just flat out EVIL. ARGH.
