#4 typo in signed.php3

no closing </a>, instead a closing </name>

I just spent an ungodly amount of time tracing this down
due to my ignorance of the more exotic forms of
HTML... I saw this much earlier in the process, but
didn't ID it because I was busy chasing table bugs in
alert.php3

produced really odd side effect way down in the page
due to all the tables.

ARGH!!!!
