#2 Point binaries at jar file

This feature would enable distribution of Camino without the source

Some of the work has been done already, see

To do:

1. Merge changes so bin scripts point to jar file in bin directory

2. Update the make procedure to ensure that everything updates properly when recompiled

3. Ensure that Matlab wrappers work with Jar file in new location.

4. Update any documentation that refers to jar file in the old location
