Summary:
The value range currently applied to time_difference
(-13 to +13) implicates that someone was thinking that
this is the adjusting value relative to GMT for the
timezone the admin is in (e.g. -5 for EST). But the
description for this setting, as well as the way the
value is used indicates this should be the relative
difference between the timezone of the admin and the
timezone of the server (e.g. 1 for AST as server
timezone and EST for admin timezone). This in return
means that having a range of -13 to 13 isn't enough, as
pointed out in the original post.

The attached upgrade-script adjusts the range to -23 to
23 for existing 0.72 gold setups. It is suggested to
change the default range for upcoming versions of
wordpress.

How to use this script:
Download it, put it in the wp-admin subdirectory of
your wordpress-installation and point your browser to
that file. Follow the instructions that are shown
there. That's it.
