#22 File Uploads Don't Properly Report Errors

More than once, I have run across a quirk with
uploading files through WP: the directory into which
the files will be placed will be improperly
permissioned, but WP will not return an error to the
user. Is it possible for WP to return an error in this
condition, or is this an Operating System-specific issue?
