D'oh, I didn't mean to check in the change from $(DEVKITPRO) to $ 
(DEVKITARM) when I checked in the other things.

On OS X, the installer sets up the following directory layout:

/opt/local/devkitpro
/opt/local/devkitpro/devkitARM
/opt/local/devkitpro/libnds
/opt/local/devkitpro/libgba

So I set DEVKITPRO=/opt/local/devkitpro and DEVKITARM=/opt/local/ 
devkitpro/devkitARM

What is the typical layout on linux?
