[cadcdev-tiki] SF SVN support

It's now active for all projects. It looks like it'd be sufficient  
for what we use it for. I was thinking about importing dcload into  
the current KOS/Tiki repo, and then dumping that for import into  
SourceForge if we want to proceed down that path. What do you guys  
think?

It doesn't matter too much to me if it stays hosted out of my house,  
though SF might be a bit easier to use and more reliable in the long  
run.
