[cadcdev-tiki] SVN notifier

Ok, I installed the Perl-based SVN notifier as a post-commit hook on  
the cadcdev SVN repo. We'll see how it works out. :) If the output  
turns out to be too verbose/yucky for people on the commit list, send  
an email and I'll try to tune it down a bit.
