#18 Free definable variables per interface

We need a variable to calculate the SNMP traffic load per polled device.
But not only polled by Cacti but from every other polling engine as well.
Outcome is the scalability for COPP for polled devices.

But the feature should be usable for any other calculation based on a single report item and a outside counter.
The input form could be a free form input or drop down field (with a predefined range) in the report configuratipn form.
The name of the variable could be predefined or free definable.

Example: average of bandwidth per interface divided by the count of polled devices.
Feature Extension:
Replacement of the manual input with a query to an outside database.
