#64 Map download attempt w/o connection leads to auto-refresh ma

When I have no internet connection avaliable, cb tries to reload tiles (zoom 17) that are missing. After every try, the map actually shown (zoomed in from zoom 16) is reloaded. This leads to a flickering/reloading of the map every second. When I disable internet usage, the problem disappears.
