#1 Provide utility/script to check for license in .java files

All the files in this project should be released under the same license. New source (.java) files, therefore, should have the license text copied into them.

It would be helpful to create a script or other type of utility that checks the .java files in the repository for the license text at the top of the file and notify a project admin if it is missing. Thus if a developer checks in a new source file but forgets the license text, it can be added soon afterwards.
