[bwm-tools-tech] bwmd not effective for less than 1Mbps

Hi,
My bandwidth manager manages traffic for greater than 1024Mbps properly.
But, for less than 1024, bandwidth has no control over the traffic. What
might be the problem. For 1Mbps, 2 Mbps etc, it has perfect control and
manages as assigned.
