I had the same trouble compiling bwm_tools-0.1.8 in a RH 9 box, and I did this
to "fix" it:

rrdtool-1.0.46 installation: 
./cofigure --prefix=/usr

so, the bwm_tools config found the rrd_crate and rrd_update, but didn't found
the libbwm.so.1

maybe, you'll have to make a sym link in /usr/lib to the libbwm.so.1
 
It's not the best way to compile, but works...
