#17 UMID signature bugs: time offset and GPS decimals/labels

when one invokes the “signature” option in the UMID module:
- When time values identical to those in the material number fields are entered in the corresponding signature fields, the time value increments when the ‘OK’ button is hit, and will do so until a value of midnight minus 10ms is attained. The increment is identical each time with identical time values applied to different files. This also happens when one tabs between the “free text” and “smpte 300m” boxes; the values are again identical, except the tabbing function adds one lesser increment.
- Although there are five decimals in the coordinates field, when exact coordinates are entered the software defaults to integer values.
- Labels for latitude and longitude are reversed.

    This is Fixed - time no longer increments when switching between tabs. Longitude/latitude no longer round down decimal places, and were switched to correct fields.
