The files bmore.c, bmore.h, bvi.c, bvi.h, comm.c, edit.c, io.c, re.c, recomp.c, set.c, and set.h all say that bvi is available under GPL3+. The COPYING file contains GPL3. However, the files bm_dos.c, bm_unix.c, dosconf.h, doscur.h, and dosio.c all say that bvi is available under GPL2+.
