#10 add configure switch for each sub-module

We have any optional packages in buzztard like the gui or commandline. We should add for each optional component an configure-switch to disable this package. (Waffel what was the reason for this? if there is no gtk-dev files found the ui should not be built already, if not, then this can be fixed in stead).
