#17 Profile Scheduling

Description:
Provide a way to change profiles based on time of day
and repetition (x days out of the week).

Reason:
Bandwidth, as we all know, is a commodity that is
relative to what time of the day it is. Thus,
throttling would be best if iin relation to time as well.

Proposed Methods:
* Interface
Provide the scheduling through the interface and
handle it internally.

AND/OR

* Windows Scheduling
Allow the command line to specify which profile to
load. Windows scheduler can be programmed to tell
Burst! to switch profiles at a given time, saving you
work on the scheduling portion.
