#21 cannot turn off daily-discount on billing

In 1.1.4 (perhaps also in 1.0.x series... untested) it
is not possible to turn off the daily-discount and
halfday/fullyday splitting as described in the docs.

For example, set the costs so that :

hours_in_full_day = 24
hours_in_half_day = 12

hourly_multiplier = 0.0416667 (=1/24)
halfday_multiplier =0.5
daily_discount = 0

cost_per_day = $3000 ($125/hour)

However, the total cost comes out to be zero. Changing
the daily discount to 1e-12 it comes out to a price
which is close to what is expected.
