Implement a machine/quarry capable of mining a distance sideways

This request keeps coming up on the forums(alot), so i thought a ticket for you to discuss your thoughts on it would be good, and also allow the forum members to have some reference as to this.

(I did not totally copy the first line from another ticket.... :P)
