[Bugtracker-users] Need more information on permission settings

Hi All

I apologize in advance if this is already documented somewhere else. I 
haven't found it. I would like to setup security permissions so someone 
could create an initial bug, but hide from them any behind the scenes 
updates that are going on until the bug is resolved. Is that level of 
restriction possible in bug tracker?
