If the hex determined by the artillery code is near a
map edge a diverging location might hit a hex outside
valid map boundaries and thus crashing the game.
Doesn't seem to be a bug in the current tree, though I have
a vague recollection of a similar bug in DS-takeoff-code or
maybe 'mech-spew-code, and that we already fixed it before.
Kept one of NC's checks just in case, anyhow.
