#1 make SCHEMA_DOCS_DIR optional

The user usually needs to pass SCHEMA_DOCS_DIR to direct the installation location of the dtd and xsd files within this package, but by convention this is almost always INSTALL_BASE/docs. This should be made the default value and the user can modify it using SCHEMA_DOCS_DIR if necessary.
