#5 cs1 regeneration problem

CSbot uses the timestamp on the *.csw and *.cs1 files
to decide if the *.cs1 files are outdated. If you're
manually overwriting the *.csw files, the behavior is
indeterminate.

User 'dasc' from the CSbot forums has proposed a
solution for this out-of-sync potential: "Maybe you
can change it so csw's timestamp is stored in cs1 file
when it's created, and then later checked against csw
to see if it needs to be rebuilt."
