#376 Alt short READMEs for non-English languages

Short README should have:

• what the project is in your own words
• why it is useful
• what issues / problems / limitations you found with it
• how to install it
• any other pertinent info

Do not translate full README because: 1) it's too much work, and 2) it frequently changes. Instead SHORT README should be like a review of the product in your own words, in a language you are fluent in, tailored for the audience you think will read it.
