The last time we investigated a qcad dxf import failure, it was deficiencies (bugs) in qcad's dxf library. It'd be more meaningful to confirm a failure in a second package.
Note that the CEBIV geometry you converted has rather atypical object names with embedded punctuation. That can easily cause problems even for AutoCAD. I'd suggest you try stripping/converting the punctuation in the object names and seeing if that imports into qcad.
To remove the punctuation, you can edit the dxf file directly or modify the script I provided earlier that ran sed to remove spaces and the STL suffix (add another to remove punctuation).
I created a test file with only one item and renamed the . to -, did no help.
i could open the native file with mm3d, sagecad crashed. Will continue testing.
