#18 Add preferences to control rotational increments

The preferences panel has settings to customize the horizontal grid spacing. I'd like similar settings to control the rotational grid spacing. That is, how much rotation is generated by a single click of a rotate button in the tool bar when the grid is set to Fine, Medium and Coarse.
