This bug is a place-holder for the discussion between Ben and Robin: as of commit r635, part insertion follows selection and not the last step.

Allen - I am assigning this to you because we need an official UI decision about the right behavior! I can then implement whichever policy you think is best...I just don't want to lose track of this behavior change before cutting an official 3.0 build!
