Major changes are the addition of plasticity (short term and STDP) and connections with heterogeneous delays.

The final release of Brian 1.0.0 has been released! If you had an earlier version of Brian, the big change is that arrays no longer have units, and you may have to adjust your code accordingly. We are working on synaptic plasticity and various other features for version 1.1.
