#2 LDAP bind / parameter setting

Make sure LDAP SET_OPTIONS is called before
LDAP_BIND.

This will cause errors on Windows AD LDAP lookup if not
present. (Seems to only be the case when the AD
controller is configured with SSL support)

Also set OPTION_REFERAL to 0 when working agains
Windows AD LDAP.
